Hi,
Fill weight is usually only found in sleeping bags.
Garments list the quality of down fill used and the total weight of the garment but not the down weight within a jacket.

Can you apply a waterproofer such as a heavy duty waterproofer to the marmot Montreal to improve its water resistance? Or will this damage the jacket?

The only real application you could apply is a spray on water proofing. This will only give you a small amount of water resistance. It will NOT make this jacket waterproof.
