The Scarpa Delta GTX Leather Hiking Boot is designed for long medium-weight pack backpacking, winter trekking, working activities and much more. The Delta boot is part of SCARPA's ACTIVFit Technology range, offering good quality and great comfort. It features a clean upper in full-grain leather, GORE-TEX® waterproof lining and a tough rubber toe rand. Add pulley-like speed lacing and a biometric sole and you've got easy on-off, well-cushioned and grippy all-day hiking boots.

Are these made in Italy? I am thinking of a new pair having recently had a pair of cheaper Romanian made Scarpa boot delaminate not due to to any fault in the Vibram sole, but because the material the sole attaches to had turned to dust.

I have added in formation about Midsole Hydrolysis
Sole Units will degrade when footwear is used only occasionally and is stored for long periods of time. Sole units degrade faster than if the footwear is worn regularly. Hydrolysis is a normal material ageing process that occurs in all footwear with a cushioned PU midsole independent of the manufacturer. The process also occurs in automobile, tires, ski boots or helmets and does not represent lower quality or even a quality issue in materials or workmanship.
Hydrolysis is the chemical breakdown of the PU polymer and the resulting physical breakdown or crumbling of the PU sole by the attack of water (usually in vapour form), occurring over a period of several years (even when the shoes are in store!).
This process is accelerated by warmth and high humidity. It will, therefore, happen more quickly in tropical climates, but also in confined spaces (such as lockers) if the safety shoes are put away damp. In the most advanced state of hydrolysis, the PU sole will lose all its physical strength, thus cracking or crumbling."

Do you stock women's sizes? EU38? I dont see anything for womens and I have a pair of these I bought a few years ago.

They are not crampon compatible. You may need something like the Scarpa SL Active.
